(AP) ? The House rejected a budget pushed by its most conservative members on Thursday and moved toward approval of a $3.5 trillion plan backed by Republican leaders that would revamp Medicare, slice everything from food stamps to transportation and reject President Barack Obama's call to raise taxes on the rich.

The conservatives' package, defeated 285-136, featured sharp reductions in planned spending for Medicaid and other domestic programs. It claims to turn this year's $1.2 trillion federal deficit into a balanced budget in five years ? which most analysts consider unachievable because few lawmakers would vote for the package's proposed cuts.

None of the competing budgets by Ryan, President Barack Obama or House Democrats claim to balance the budget within the next decade.

Underlining the growing influence of tea party and other conservative Republicans, a clear majority of GOP lawmakers voted for the conservatives' plan. It was defeated because virtually every Democrat voted against it.

The main GOP blueprint by House Budget Committee Chairman Paul Ryan, R-Wis., was headed for all but certain House passage Thursday, mostly along party lines. It faces a demise that is just as sure in the Democratic-run Senate, which plans to ignore it, but the battle remains significant because of the clarity with which it contrasts the two parties' budgetary visions for voters.

Republicans were focused on sharper deficit reduction and starkly less government than Democrats wanted and were proposing to lower income tax rates while erasing many unspecified tax breaks. Obama and Democrats were ready to boost taxes on families making above $250,000 and on oil and gas companies, add spending for roads and schools and cull more modest savings from domestic programs.

"This is the American taxpayers' money, and we ought to be more protective of it," House Speaker John Boehner, R-Ohio, told reporters Thursday.

Democrats said they, too, were eager to stanch deficits that now exceed $1 trillion annually. But they said it needed to be done in a more balanced way, with rich and poor alike sharing the load.

"It's a path to greater prosperity ? if you're already wealthy," said Rep. Chris Van Hollen of Maryland, top Democrat on the Budget panel, mocking the "Path to Prosperity" title Ryan has given his document. "Because our Republican colleagues refuse to ask millionaires to contribute one cent to deficit reduction, they hit everyone and everything else."

In another vote expected Thursday, Democrats were pushing a measure featuring pumped-up spending for education and new tax credits for companies creating jobs and raising wages, while claiming savings from winding down the wars in Iraq and Afghanistan, government waste and reductions in farm payments. It was destined for defeat.

Underscoring the prickly partisan gulf over how to tackle the budget's drastic imbalances, the House late Wednesday on a 382-38 vote easily shot down a compromise, bipartisan deficit-cutting plan by moderates of both parties that mingled tax increases with spending cuts.

The measure was modeled roughly on a package produced by Obama's deficit-reduction commission. The commission's plan drew praise from prominent deficit foes but was treated coolly by Obama and congressional leaders of both parties.

The House also voted 414-0 Wednesday to reject Obama's budget, with Democrats accusing the GOP of forcing the vote to embarrass them. Democrats were concerned Republicans would use campaign ads to link Democrats who supported Obama's plan to all of its details, including tax increases and boosts for unpopular programs.

Congress' budget is a nonbinding road map that suggests tax and spending changes that lawmakers should make in separate, later legislation.

Particularly with voters deciding control of the White House and the Capitol in November, the two parties are sure to stalemate each other's budgetary priorities until after the election.

The House GOP budget would cut spending by $5.3 trillion more over the next decade than Obama's would ? out of more than $40 trillion that would still be spent during that period. It envisions repeal of the president's health care overhaul and sets a course for deep reductions for highway and rail projects, research and aid to college students and farmers while easing planned defense cuts.

It also would cut taxes by $2 trillion more than the president over that time, leaving Republicans seeking about $3.3 trillion in deeper deficit reduction than Obama.

Drawing the most political heat was Ryan's plan for Medicare, the $500 billion-a-year health insurance program for older Americans that all agree is growing so fast that its future financing is shaky. Both parties know that seniors vote in high numbers and care passionately about the program.

Republicans would leave the plan alone for retirees and those near retirement, letting the government continue paying much of their doctors' and hospital bills.

For younger people, Medicare would be reshaped into a voucher-like system in which the government would subsidize people's health care costs, which Republicans say would drive down federal costs by giving seniors a menu of options that would compete with each other. Democrats say government payments won't keep up with the rapid inflation of medical costs, leaving many beneficiaries struggling to afford the care they need.

"It ends the Medicare guarantee," House Minority Leader Nancy Pelosi, D-Calif., said of Ryan's budget.

"This plan doesn't end the Medicare guarantee," said Rep. Jeff Flake, R-Ariz. "Arithmetic does. Unless we change something, unless we put it on a solvent footing, the Medicare guarantee is gone."

Republicans would turn Medicaid, the nearly $300 billion-a-year federal-state health insurance program for the poor, into a grant that states could use as they wish. They also would trim its growth by $800 billion over the next decade.

Afghan abuse victims jailed for 'moral crimes'

Updated at 6:18 a.m. ET: KABUL, Afghanistan -- For Afghan women, the act of fleeing domestic abuse or?forced prostitution may land them in jail while their abusers walk free, Human Rights Watch said in a report published Wednesday.

Running away is considered a "moral crime" for women in Afghanistan while some rape victims are also imprisoned, because sex outside marriage -- even when the woman is forced -- is considered adultery, another "moral crime."


"From the first time I came to this world my destiny was destroyed," 17-year-old Amina, who has spent months in jail after being forced into prostitution, told researchers from Human Rights Watch.

Despite progress in women's rights and freedom since the fall of the Taliban a decade ago, women throughout the country are at risk of abduction, rape, forced marriage and being traded as commodities.

It can be hard for women to escape violence at home because of huge social pressure and legal risks to stay in marriages.

"The treatment of women and girls accused of 'moral crimes' is a black eye on the face of the post-Taliban Afghan government and its international backers, all of whom promised that respect for women's rights would distinguish the new government from the Taliban," the New York-based group said.

"This situation has been further undermined by President (Hamid) Karzai's frequently changing position on women's rights. Unwilling or unable to take a consistent line against conservative forces within the country, he has often made compromises that have negatively impacted women's rights."

Teen boxer Sadaf Rahimi, who aims to compete at this summer's London Olympics, hopes her achievements will be an example to others in her war-ravaged country. NBC News' Kiko Itasaka reports.

The rights organization said that there were about 400 women and girls being held in Afghanistan for "moral crimes", and they rarely found support from authorities in a "dysfunctional criminal justice system". ?

'He will kill me'
The plight of a woman called Nilofar illustrates the problem. She was stabbed repeatedly with a screwdriver in the head, chest, and arms by her husband who accused her of adultery for inviting a man into the house, the rights group said.

But afterwards, she was arrested, he was not.

"The way he beat her wasn't bad enough to keep him in jail. She wasn't near death, so he didn't need to be in prison," the prosecutor of the case told Human Rights Watch.

The dire treatment of women was the main reason Western countries gave for refusing to recognize the Taliban government as legitimate when it was in power.

As Afghan and Western leaders seek a negotiated end to more than 10 years of war, the future for women is uncertain.

The United States and NATO -- who are fighting an unpopular war as they prepare to pull out most combat troops by the end of 2014 -- have stressed that any settlement must ensure the constitution, which says the two sexes are equal, is upheld.

More than ten years after the beginning of the war, Afghanistan faces external pressure to reform as well as ongoing internal conflicts.

A law, passed in August 2009, supports equality for women, including criminalizing child and forced marriage, selling and buying women for marriage or for settling disputes, as well as forced self-immolation, among other acts.

But women, especially in rural areas, lack shelters to flee abuse while only one percent of police are female, according to the report based on interviews from October to November with 58 women and girls as well as prosecutors, judges, government officials and civil society.

Social stigma?
The ordeal for women does not stop with jail though.

Once leaving prison, women and girls face strong social stigma in the conservative country and may be killed in so-called "honor killings".

"I just want a divorce. I can't go back to my father because he will kill me. All my family has left me behind," 20-year-old Aisha, who was sentenced to three years for fleeing an abusive husband she was forced to marry, told researchers.

Writing in the International Journal of Innovative Computing and Applications, Ji and colleagues at the Tangshan Tanggang Expressway Management Office and Tian Jin Polytechnic University explain how their computer algorithm models traffic flow and figures out the largest traffic capacity through. The approach can compare the effects of using traffic signals in different modes or having such traffic controls disabled altogether. The system can also apply diversionary tactics to allow traffic to be channeled away from a particular roundabout at heavily congested times if possible.

Sarah Hull: Battling for Birds After the BP Oil Spill

The oil-slicked seabirds have flown off to bluer oceans, but the padded pool used to recuperate them remains, a thoughtful placeholder should they need to return.

As director of the country's largest wild bird hospital, the Suncoast Seabird Sanctuary, Heath's facility was the primary caregiver of Northern Gannets, large, golden-domed seabirds, during the calamity. The sanctuary, located in Indian Shores, Florida, treated 100 gannets, of which 98 survived and were released. Eight of his employees were also sent to the scene of the action, the northern Gulf Coast, to nurse oily pelicans back to health.

The coated gannets required special treatment. Heath says, "gannets are subject to having problems with their feet, because they do not come to shore very often. They're a difficult bird to recuperate." To get them back in shape, the injured fowl repaired to the sanctuary.

Heath notes, "we had to be real careful and put soft materials along the pond so that it did not braise the bottom of their feet, because their feet can get infections and sores."

Each gannet needed its fluffy feathers to be hand-washed free of oil. The seabirds' digestive systems were also flushed out with feeding tubes, as swallowed oil can be fatal to birdlife. As Heath tells is, "the bird's first instinct is to preen the oil off using its bill. And when they do that, they swallow a portion of the oil, which can be very damaging to their digestive system."

Within six months, all of the surviving gannets were free-flying and oil-free.

While the gannets rested up, Heath said that BP paid for their facilities and each individual bird under his care.

Heath was lukewarm about the oil giant's recent announcement of the $7.8 billion settlement to those affected by the disaster. "From what I hear, there were a whole lot of people that haven't been fully compensated."

In the spill aftermath, Heath says,

they did a pretty good job as far as having the rehabilitators clean up. The problem is, many birds died offshore that couldn't be rescued. One afternoon, we had a call from a fisherman that was about 40 or 50 miles south of where the oil was born out of New Orleans. And he had come across about 300 pelicans out there all covered in oil, all dying. And the only thing we could do was report his location to the Coast Guard. But I know darn good well, no one went out there.

He added, "I'm one hundred percent certain that more birds died than anyone tallied."

Heath is no stranger to avian calamity. Touring the sanctuary, he points out a Great Blue Heron which had been left at the sanctuary's after-hours pen and raised from "the size of a teacup." She's now four feet in height. Heath speaks to the proud, lanky seabird in the affectionate tone one might use to pacify a toddler. "Hey, Blue Girl," he coos. The sanctuary sees 10,000 sick or injured birds annually.

On a recent evening, a huge heron approached Heath outside his home, located on the sanctuary's property. Heath put his arm around the bird, only to discover a large hole in its back, the flesh pulled out by fishhook. Heath says, "I had nothing, my staff wasn't here. I carried the bird up to my house, and spread him across my whole washer and dryer." Heath was direct with the bird. "I said, Bird, it's just me and you, you gotta lay still while I work on you. And that bird laid still." The heron lived to tell the tale.

Heath's love of wildlife developed at an early age. His father, a surgeon by trade, was often called upon by neighborhood kids to patch up injured animals. Heath says fondly of his father, "he could put you back together from the top of your head to the bottom of your toe."

Hurt creatures were kept in a box until Heath came home so his father could demonstrate how to stitch them up. One time, the two took a tumor off a goldfish. Another day, the duo operated on a snake that had swallowed a wooden egg. Both animals survived.

Since establishing the sanctuary in 1971, Heath, who is 65 years old and sports curly brown hair, has had his share of remarkable rescues. One time, a wealthy North Carolina woman chartered a jet just to deliver him a tern. As Heath tells it "two well-dressed, uniformed pilots came off the plane with a little box. And they said, 'our job is to fly this bird down to you, hand it to you and turn back.'" The bird's benefactor had done her homework - the pilots said she wanted Heath to treat the hurt seabird, "no ifs, ands, or buts!"

One tern was delivered by skydivers. Concerned for the injured creature, the divers, who hailed from Florida's eastern coast, jumped off their plane - tern in tow - and successfully landed near the sanctuary. Laughs Heath, "that bird had a heck of a ride!"

Perhaps the most remarkable story is that of the egret which survived a car collision, only to be imprisoned inside the offending vehicle and driven all the way to Boston, Massachusetts. Found by a Boston mechanic, it was brought to a rehab center unable to sustain the bird's appetite for fish. Over the phone Heath was told, "you're never going to believe this, but this bird got a free trip all the way up from Orlando to Boston."

Heath says, "we have no idea how it survived. It didn't have any food because it was trapped in some metal near the radiator."

Heath sought to give the resilient traveler a first-class return. When a wealthy attorney friend offered the use of his Learjet, Heath flew up and escorted the bird back in the lawyer's private plane. Says Heath, "we later released him. That's what you call a bird that has nine lives."

Nowadays, the sanctuary is just as busy as ever, with 600 to 800 birds consistently inhabiting its alfresco beachfront pens. There are over 30 staff members, and more than 100 volunteers. Six hundred pounds of fish are disbursed daily. Visitors can expect to spy 45 bird species, from lowly park pigeons to owls, herons, egrets and pelicans. The latter, a symbol of Gulf Coast beaches, is perhaps the sanctuary's most famous tenant. In 1975, the sanctuary had the honor of hatching the world's first captivity-born Eastern Brown Pelican. Says Heath, "the scientific community said that Brown Pelicans would never breed in captivity, but they forgot to ask the birds." He told one disbelieving scientist, "look, if you had this nice protected environment down here out in the sun, wouldn't you want to have sex?" Since 1975, over 1,000 pelicans have hatched onsite.

On a recent visit, the sanctuary teemed with birdlife. Pens were alive with birds of all stripes that squawked, preened and ogled. Overhead, tree branches were filled with nests and twittering fowl. Unfettered by cages, these birds just stuck around because they liked the neighborhood. Human walking paths were shared with wandering pelicans. Staff member sweatshirts read "I'm for the birds."

There's no admission fee to enter the sanctuary. Heath laughingly says it's "about the only tourist attraction that is free in Florida." Later, he becomes more philosophical. "I'm really quite proud of the price," he says, "because the birds belong to everyone."

Social rejection, internalized shame play role

TAMPA, Fla. (March 23, 2012) Studying the role of social stigma in depression for lung cancer patients, researchers at Moffitt Cancer Center in Tampa, Fla., have found that depression can be heightened by a lung cancer patient's sense of social rejection, internalized shame and social isolation. These factors may contribute to depression at rates higher than experienced by patients with other kinds of cancer.

Their study was published in a recent issue of Psycho-Oncology (21:2012).

"To the best of our knowledge, this is the first study to examine the relationship of perceived stigma to depressive symptomology in lung cancer patients," said study co-author Paul B. Jacobsen, Ph.D., Moffitt's associate center director for Population Sciences. "Given its strong association with tobacco use, lung cancer is commonly viewed as a preventable disease. Consequently, patients may blame themselves for developing lung cancer and feel stigmatized. Even lung cancer patients who have never smoked often felt accurately or inaccurately that they were being blamed for their disease by friends, loved ones and even health care professionals."

According to study co-author Brian D. Gonzalez, M.A., of Moffitt's Department of Health Outcomes and Behavior, the aim of the study was to identify psychosocial links for depression among lung cancer patients in order to develop interventions. They also wanted to find out if beyond other social and demographic factors often taken into account in studies of depression and cancer diagnosis perceived stigma could account for variability in depressive symptoms in cancer patients.

Participants in the study were those diagnosed with stage II, III or IV non-small cell lung cancer, and data on their depressive symptoms were elicited by questionnaire.

"We found that 38 percent of those in the survey suffered from depression," said Gonzalez. "That percentage was similar to other studies documenting depression in lung cancer patients (21 to 44 percent), but we found that greater levels of perceived stigma were related to greater levels of depression. Additionally, greater levels of depression were related to more avoidant coping, poorer social support and more dysfunctional attitudes."

The researchers also examined rates of social rejection, financial insecurity, internalized shame and social isolation.

"Documenting this link between stigma and depression is important because it adds further evidence to the growing body of research suggesting a link between illness-related stigma and the symptoms of depression," concluded Jacobsen. "For example, studies on depression and HIV have found similar links between disease, stigma and depression."

For Gonzalez, the findings in this study suggest that psychotherapeutic approaches might be useful in alleviating or preventing depression among lung cancer patients.

"Many approaches to reducing perceived stigma focus on education of the public about lung cancer inaccuracies and stereotypes, and replacing those inaccuracies with facts," said Gonzalez. "Instead, therapy that focuses on altering the patient's thoughts and feelings associated with their perceptions of stigma may prove effective in reducing depressive symptoms. For example, emphasizing the addictiveness of tobacco products and the deception in tobacco industry advertising could help patients view themselves as being 'wronged' rather than as a 'wrong-doers.'"
