2. Choose a time to massage your pet when you are?mindful?and present. Touch with intent requires your full attention and focus on the animal and how you are touching them.

3. Situate your pet on an area that is neither too hard nor too soft. Working on a table where your pet cannot slide and is at the right height is a good?choice. If the pet is afraid of being on a table, work on a mat or blanket on the floor.

4. Think?and listen with your fingers. Feel what is going on in your pet?s body by knowing what is normal for your pet. Providing an ?assessment massage? once a week will alert you of any changes in the body and give you information to direct your massage strokes. Gentle and flowing strokes along with light circular friction are good techniques to ?feel around? and gather this information. Feel for heat, swelling, bumps, lumps, or tender spots.

5. In the beginning, you may have to find out what your pet likes. For some, too?light of pressure may?be stimulating, and for some light pressure is all that they can tolerate. Also, different parts of the body may like different amounts of pressure and speed.

6. Be aware of what your pet is telling you. Look for signs of discomfort, anxiety, and non-compliance. If your pet keeps pulling away from your touch, keeps looking at you when you touch a spot, yelps, cries, or tries to get away, then that means your touch is uncomfortable, he/she is in pain, or they are just plain not in the mood.

(TheNicheReport) ? Even after the hectic pace of residential building during the housing bonanza of the early 21st century, there is an ongoing shortage of homes available for purchase. This may be initially hard to fathom, specially since qualifying for a purchase money mortgage has become very difficult these days. There are various factors behind this shortage, but the most important factor to remember is that the housing recovery has been regional rather than national ?and the same applies to the low inventories.?

The Price and Interest Correlation

Real estate investors have played a very significant role in the recovery. Since late 2011, investors have swooped down on the regional markets that were the most affected by the housing crash. These markets had a healthy supply of foreclosed properties and homes on the Real Estate Owned (REO) portfolios of various mortgage lenders and servicing entities. Some of these markets, such as Phoenix, Sacramento and South Florida, have also become hotbeds of rental activity.?

Investors quickly snapped up the bargains in the above-mentioned markets. They are interested in rock-bottom deals in specific markets, and they have depleted the inventories therein. Investors are well-aware of the high number of pending foreclosures, around 5 million by some estimates, and they are willing to wait until the properties they are interested in hit the market at the price they are looking for.?

Average home buyers, on the other hand, have different interests these days. They are also flocking to the same markets where real estate investors have been active in, but they are looking for reasonable prices and quality. Sellers are aware of this, and many of them are waiting for greater value appreciation. Homeowners who are underwater on their mortgages but have managed to avoid default are waiting to climb out of negative equity before they can list their homes for sale.

The Potential Impact on the Market?

Should the low inventory situation continue, some housing markets in the West Coast could see diminished activity in future months. Banks are making progress on the mortgage write-down procedures as required by the foreclosure settlement agreement executed earlier this year, which may slow down the pace of foreclosures. This may have the effect of slowing down investors.?

Things might look better for house hunters looking to move into a brand-new home. Lower inventories may prompt home builders to step up the pace of new constructions to meet demand. Housing markets ruled by investors do not have the same positive effect on the economy as markets where first-time home buyers are abundant.

Falling pump prices could give Obama a lift

In a week that saw President Barack Obama poll dead-even with Republican rival Mitt Romney in the race for the White House, it may have been some relief to?Democrats?that gas prices have shed 17 cents in the last 12 days.

While?that?could help boost the president's chances for another four-year term (or at least not hurt them), the?drop in prices?has more to do with luck than with White House energy policy.

After refinery bottlenecks sent prices surging ahead of a seasonal switch from summer to winter gasoline blends, those kinks have been cleared and gasoline has begun flowing smoothly again.

The global oil markets, meanwhile, are awash in oil thanks to a global economic slowdown that has cut into demand. And while tighter sanctions on Iran have crimped that country?s oil exports, any shortfall has been more than made up by rising U.S. production set in motion by forces in place before?Obama took office.

For all the spirited debate about the success or failure of the White House's energy policies, presidents have little control over the market forces that drive gas prices higher or lower.

?(Obama) gets blamed for high gasoline high prices -- which he has nothing to do with -- and he takes credit for higher production -- which he has nothing to do with,? said John Kingston, director of news at Platt?s. ?So maybe it all sort of balances out.?

The timing of the pump price plunge comes as the candidates continue to pound each other?over energy policy. After surging to more than $4 a gallon in many parts of the country, the national average price of a gallon of regular has fallen by 13 cents to $3.58 in the past week,?according to Energy Department data.

The sharp slide is expected continue, according to AAA, pulling average pump prices down to between $3.40 and $3.50 by Election Day and $3.25 to $3.40 by Thanksgiving.

The prospect for that continued decline rests, in part, on continued stability in the price of crude oil, which has remained remarkably steady despite ongoing tensions with Iran over its nuclear program.

As the U.S. and its allies have tightened the noose on Tehran this year, the loss of oil revenues has plunged the Iranian economy into chaos. Crude oil sales generate about half of Iranian government revenues.?Oil and oil products make up nearly 80 percent of its total exports, according to U.S. estimates. Oil analysts calculate that the sanctions have blocked sales of roughly 1 million barrels a day, or about a quarter of Iran?s production capacity.

The lost oil income has lopped roughly a third off the value of the Iranian currency, the rial, relative to the dollar, sparking a round of painful inflation for Iranian consumers and putting added pressure on the Iranian regime to end its nuclear weapons development program.

Iranian: Our money is becoming more worthless every day

On Tuesday, Iran said it would halt oil exports altogether if Western sanctions tighten any further.

"We have prepared a plan to run the country without any oil revenues," Iranian oil minister Rostam Qasemi told reporters in Dubai. "If you continue to add to the sanctions we (will) cut our oil exports to the world. ... We are hopeful that this doesn't happen, because citizens will suffer. We don't want to see European and U.S. citizens suffer."

Until recently, the threat of a full cutoff of Iranian oil production would have been enough to send crude prices soaring. But with global demand slowing because of sluggish economies, the oil markets have remained surprisingly stable.

That could change if Iran ups the ante and moves to restrict oil shipments from other oil producers in the region. One long-standing worry in the oil markets is the potential crimp in supplies from military action in the Strait of Hormuz, the global pinch point bordering Iran through which roughly 20 percent of the world?s oil flows every day.

An Iranian blockade remains a constant threat to global oil supplies. Last month, more than 30 nations, led by the U.S. Navy, conducted naval exercises that included efforts to thwart a simulated mining of critical shipping lanes.

The results were not reassuring, according to a report by PBS Newshour.

Of the 29 simulated mines that were dropped in the water, ?I don?t think a great many were found,? retired Navy Capt. Robert O?Donnell, a former mine warfare director for his service, told the NewsHour. ?It was probably around half or less.?

U.S. oil refiners are getting an even bigger break on crude prices. That's?thanks to a steady rise in North American production?captive to a pipeline system that was designed and built before recent production surges in Canada and revived U.S. oilfields. Much of the credit goes to advances in technology that have had little to do with U.S. energy policy. But the gains have been both unexpected and dramatic.

Since 2009, shortly after Obama took office, U.S. oil output has risen by roughly 1.6 million barrels per day, ending a more than tw-decade decline in production. The glut of oil has depressed domestic prices compared to the global benchmark, providing U.S. refiners with a discount of about $20 a barrel below the global price of about $110. That lower U.S. price will continue to help keep U.S. pump prices in check.

The domestic oil boom has also helped cut unemployment in energy-producing states, adding roughly?1.7 million new jobs this year, according to IHS Global Insight?s energy research group. That number could rise to almost 3 million by 2020, the firm said in a study released Tuesday.?

"Whip your thoroughbreds." That's the phrase I kept hearing from Jack Welch-era high potential managers hurtling up GE's global hierarchies. Brutally simple and simply brutal, this Welchian aphorism disproportionately drove top management behavior. The company found it got far greater value working its best people harder than by pushing its multitudes of "better than average" managers to work smarter.

The numbers were compelling. Even marginal returns from GE's elite outperformed major enhancements from its mediocrities. "B" players proved poorer human capital investments than "A"s.

So "thoroughbred whipping" deserves a closer look in light of widely-publicized recent research entitled The Value of Bosses. The National Bureau of Economic Research Working Paper empirically argued (unsurprisingly) that bosses matter. Better bosses generate better results. Using a variety of accepted econometric/statistical techniques, the study found that the most significant impact bosses had didn't come from their motivational skills, but from teaching workers how to be more productive, i.e. capability building. That's important.

But the finding that surprised one observer most was "counterintuitively, that it pays to assign the best workers to the best bosses because that strategy results in the largest productivity gains."

Doesn't sound counterintuitive to me. In fact, that seems completely consistent with the elite ? and elitist ? human capital belief that consistent productivity and value creation comes from how well organizations manage their best people, not from better managing mediocrity. Research like this strongly suggests that mean, median and modal performers are unlikely to be key sources ? or resources ? for significant returns on organizational investment.

In other words, average performers ? be they bosses or workers ? become relatively less valuable over time. More crassly, mediocre people make mediocre investments. The average is the enemy.

If this sounds suspiciously like Pareto's 80/20 Principle ? my apologies Henry Paulson! ? that's exactly my intent. The useful oversimplification that 80% of value creation/productivity boosts come from 20% of the workforce suggests certain ineluctable mathematical outcomes. Let's be flexible and forgiving and assert that roughly 75% of enterprise value/productivity comes from 25% of the workforce ? thus dropping the multiplier from 4:1 to 3:1.

Getting 10% improvement from your top 25% means you've increased organizational value creation by 7.5%. Not bad. Your remaining 75% would have to boost their collective productivity by 30% ? 3X the elite groups's rate ? to match that 7.5% net increase.

What's the better and more rational bet? That top management can get a 10% spike from their top people? Or that they can get the demonstrably less talented, less capable, less productive three-quarters of their enterprise to dramatically increase their value outputs by almost a third? Which group would you invest in? I know where I'd put my money. Jack Welch was no fool.

Empirical realities are starker. What's more common, of course, is that a firm's top quintile or quartile will likely generate 20% to 50% or more potential gains while the rest of the organization struggles to break double digit growth. Intra-enterprise disparities in value creation haunt virtually every growth-oriented organization I know. Alpha hackers like Mark Zuckerberg, Mark Andreessen and Larry Page/Sergey Brin built their organizations around them.

Organizations with more balanced distributions of value/productivity creation ? say, 40% of its people generate 60% of the value ? confront less conflicted and schismatic human capital investment challenges. They may still want the best possible people but the inherent economic interdependencies are better appreciated and understood.

There's arguably never been a worse time to be a mediocre, average or typical employee. For most firms today, mediocrity is a cost to be managed and a burden to be borne, not a potential to cultivate or a resource worthy of serious investment. Indeed, if an app, web service or an outsourcer can deliver 80% of typical or average performance at 35% to 60% of the cost, then why pay for average employees? These days, no organization can afford to pay a premium for mediocrity.

The biggest challenge I see for tomorrow's organizations isn't how to best to whip their thoroughbreds; it's whether marginal investments in the mediocre can cost-effectively move a second-quartile performer into the first quintile. Will that be the "real" future value of bosses? Or will "average" further devolve and decay into value-added irrelevance?

The hallmark of the award-winning set were two 8 x 12 foot living walls. The living walls featured 375 plants each, and took 3 days and 5 designers from Trish O?Sullivan Design Group to complete. Both walls had to be watered, cleaned and fertilized weekly by Trish O?Sullivan and her floral design team to keep the walls thriving. These living walls were conceptualized by Jeff Hall Design and designed and installed into the set of "The Nate Berkus Show" by Trish O'Sullivan Design Group.

"One of the main design elements on 'The Nate Berkus Show,'" states set designer Jeff Hall, "was a living wall. It was important to both the studio [space] and the design to be authentic and completely green. After interviewing Trish O'Sullivan, it was clear that I had found the perfect collaborator. Trish accepted the challenge and became a major collaborator to the Emmy Award winning design. Trish O'Sullivan designed and created the ultimate backdrop for "The Nate Berkus Show." It was the first "living wall" in any daytime talk show," continues Hall.

And according to floral design expert Trish O?Sullivan, ?The concept of an eco-friendly ?living wall landscape? built into a television set was a pioneering set design concept. This was the first television studio set to incorporate a living wall into its design. Jeff Hall came up with the idea of a living wall for the 'Nate Berkus Show' set and hired my floral design team to execute his vision.?

Plants used to create the living wall for the Emmy Award winning "Nate Berkus Show" set included: neon potos, moon valley pilea, golden gate peperomia, exotica purple waffle, allusion arrowhead syngonium and echeverierias among others.

Alberta-based U.S. Oil Sands Inc.expects its new plant will produce an output of 2,000 barrels of petroleum product a day from oil sands by 2013.

Environmental groups say they're likely to appeal Wednesday's decision by the Utah's Water Quality Board, which paved the way for the new plant.?

The legal battle over the oil sands has been overshadowed over the past year by the proposed US pipeline from Canadian oil sands. U.S. Oil Sands Inc. has been working since 2005 to obtain permission from the state to develop oil sands in Utah's Book Cliffs.?

The Utah Water Quality Board's?9-2 vote upheld a regulator's previous ruling that the project would pose no threat of groundwater pollution. The 213 acres of arid land encompassing the site contains no significant groundwater, according to the state.

The approval comes despite legal challenges from environmental groups. Living Rivers, a Moab, Utah-based ecological restoration group, says that a solvent used in the project could be carcinogenic when mixed with bitumen from the oil sands. While the desert area may not contain groundwater, Living Rivers contends that snowmelt and rain can?occasionally saturate the project site.

?It?s really hard to visualize how giant this threat could be," Joro Walker, an attorney for Western Resource Advocates, the organization representing Living Rivers, told the Salt Lake City Weekly. "I don?t think people in Utah are really paying attention."

Representatives from U.S. Oil Sands Inc. dismiss these concerns, saying that the solvent used in production is citric-based and poses no threat to the environment.

"Using a unique bio-solvent the Company is able to separate bitumen from oil sand without the need for tailings ponds," the U.S. Oil Sands' web site reads. "The process requires low energy input, recycles 95% of the water used and uses best practice mining methods to rapidly reclaim mined areas."

New York firm picked to sell Cordillera Golf Club

GA Keen Realty Advisors of New York has been picked to sell The Club at Cordillera, an Eagle County golf club that filed for Chapter 11 bankruptcy protection in June.

The Club at Cordillera agreed in September to be sold by the end of the year.

A division of Great American Group Inc. (OTCBB: GAMR), GA Keen Realty Advisors said offers will be accepted through Dec. 3. The company said it's taking offers on all or part of the club's assets, which includes three 18-hole golf courses.

GA Keen Realty Advisors is also marketing the club's non-core assets, including a 10-hole short golf course, a general store, a health club and a family center.

Girl Talk: I Think I've Figured The Allure Of Online Dating Out

Last night, I did something I thought I?d never do again, especially not on a random Monday evening: I reactivated my online dating profile.

I looked at the description of myself I wrote the last time I was single. I looked at the photos that I had thought best represented myself. ?I checked my months-old messages. I read the new messages that came in as my account had been re-activiated again. And all the while I thought, Oh fuck, oh fuck, oh fuck, what are you doing?

This morning, I deactivated it again. You see, I think I had just wanted instant gratification.

When I broke up with O?Boyfriend, a huge impetus to do so was my ambivalence about being in a relationship. I wasn?t feeling passionate about being in a relationship with him because I wasn?t feeling passionate about being in a relationship with anyone. I looked at my life ? the job I love at The Frisky, the job I love at BlackBook, my awesome friends, my supportive and loving family, my good health, my roommate?s cat who has stopped biting me all the time like the assole THAT HE IS ? and it felt complete. I feel happy right now with just me, with just what I bring to the table for myself. Adding a man to the mix felt like placing the one card on top of the whole house of cards that made it topple over.

Breakups are always crappy but I felt good about being by myself. I told my friends, my family, my coworkers and my therapist some version of ?I just want to enjoy being single for awhile.?

And I do. Ambivalent Single Lobster?forever!?But as days and weeks wore on, I started becoming more conscious of my self-esteem: my desirability to other people. One thing about not being in a relationship is that there?s 100 percent less affirmation that someone wants you. Despite all the reasons we didn?t work out, O?Boyfriend always made me feel wanted and desired; he told me all the time that he thought I was gorgeous. There was never any doubt in my mind that he was being sincere.

That?s gone now and it?s bittersweet; I am grateful to have been loved that thoroughly by someone, but I also can live without the charming self-esteem boost on tap. It doesn?t mean I don?t still want a self-esteem boost, though. Figuring out where to find it (outside of a relationship) is tricky. That part of my brain that switches off when I?m in a relationship that doesn?t pick up on other people flirting with me got turned on again ? and promptly got confused. Did the guy who said he wished he wasn?t in a relationship so he could have sex with other partners mean he might want to have sex with me? Does the woman who wants to hang out and is really looking forward to it have a little crush on me? I?m so confused!

That?s where online dating comes in. Whether guys are just looking at my profiles or send me messages and flirting, it?s confirmation of something. Sure, the only thing it confirms is someone was intrigued enough by a tiny little pixelated image, or a few sentences, to click my profile and read the whole thing. That really doesn?t mean anything. That?s like a random dude turning his head to check your ass out as you pass him on the sidewalk. But even if it doesn?t mean anything, it?s something.

I realized I had turned my online dating profile back on because I had been reading about a celebrity couple online. I felt schmoopy and nostalgic and wondered if I would ever find what she has. How will I find that? I switched my profile back on. I looked at guys who had sent me messages right around the time I deactivated my profile to date O?Boyfriend. I looked at guys who were checking my profile out now. I felt instantly gratified that, yes, some might want to be with me.

I felt chopped up with anxiety all last night and all this morning about being ?on the market again.? Because no, no, no. I?m not on the market. I?m very not on the market. I don?t want a boyfriend, let alone to respond to the inevitable series of going-nowhere online dating messages. What were you thinking, Jessica?

So I switched it off this morning and then bought myself a coffee that I love, in an outfit that I love, on my way to the job that I love. And I felt once again complete.

What Aggravates Us About Poor Customer Service? | Geek Business

Poor customer service is something which many people across the world find frustrating and can cause customers to shop elsewhere after a particularly bad experience. Unfortunately, many companies do not place an emphasis on improving their customer service, which could be the reason for poor customer retention numbers or a tarnished brand image.

The problem with poor customer service is that as soon as somebody has a bad experience with a particular company, they are likely to tell their friends. Taking to social media such as Twitter and Facebook has become a popular platform for airing our gripes with businesses that have left us unhappy. Having a reputation for being a business that doesn?t take care of their customers can be really damaging, so here are the top customer service complaints which you should avoid as a business:

1. Patronising pre-recorded messages. There is nothing worse than calling a company and getting through to a recorded message saying how ?valued? you are, yet you cannot speak to somebody. Avoid pre-recorded messages at all costs; customers expect to speak to a human being. As well as this, answering machines are another customer service killer. Not only do people not like leaving these kinds of messages, but more often than not they forget to include vital information, such as their name and contact telephone number so that the business can get back to them. This means many messages are actually left unreturned, giving a poor impression of the company overall.
2. Waiting in line. Waiting in line whether in real life or on the telephone call can be very frustrating and you can easily lose your patience in this kind of scenario. This is especially the case if you are made to listen to a certain hold music track on loop, or if you are played advertisements continuously. In fact, a recent survey showed that 15% of Brits have spent more than an hour on hold, but 39% are only prepared to wait just 5 minutes before becoming frustrated and hanging up. If you?re guilty of keeping your customers on hold, think again?
3. Unhelpful operators. It can be really annoying when you finally get through to speak to somebody at the company, only to be faced with a rude call operator who is unprofessional and does not seem to care about your problem, issue or complaint. As customers, we expect to be treated properly and professionally, which means being friendly and polite to all callers. Are your staff fully trained to deal with customer enquiries of all natures?
4. Passing the customer between departments. You?ve waited 5 minutes to speak to somebody, only to find you?re through to the wrong department. Most of us have experienced this irritation at some point. Keep customers happy by avoiding transferring your customers to different departments
5. Repeating customer details. Customers find it incredibly frustrating having to give their details a countless number of times. Most of us have experienced the aggravation of having to give our details to the customer advisor, only to have to repeat them 5 minutes later to another advisor. Make sure your customers are only asked once for their details!

Many studies have exposed telecoms providers and Internet providers as having the poorest call centres and customer service. On the other hand, banks were the most likely to get it right when it comes to customer service, with 34% of customers saying that banks provide the best telephone experience.

Disabled patients to benefit from Medicare change

WASHINGTON (AP) ? Thousands of Medicare patients with severe chronic illnesses such as Alzheimer's would get continuing access to rehab and other services under a change agreed to by the Obama administration, advocates said Tuesday.

The proposed agreement in a national class action suit would allow Medicare patients to keep receiving physical and occupational therapy and other skilled services at home or in a nursing home so they can remain stable, said Gill Deford, a lawyer with the Center for Medicare Advocacy.

That's been a problem for some because of a longstanding Medicare policy that says patients must show improvement to keep getting rehab. Deford's group and other organizations representing patients challenged it.

"If you have a chronic condition, by definition you are not improving," said Deford, the lead attorney on the case. "Our view is that Medicare regulations were intended to allow people to maintain their health status. They don't have to show they are getting any better. The point is to allow them not to get any worse, if possible."

The agreement was filed with Chief Judge Christina Reiss of the U.S. District Court in Vermont. It is expected to affect tens of thousands ? maybe hundreds of thousands ? of patients nationally. Those who stand to benefit include not only people with intractable conditions like Alzheimer's, multiple sclerosis, Parkinson's and chronic lung disease. Those who are growing weaker because of advancing age, placing them at greater risk of falls and other problems, could also be helped.

The impact on Medicare's budget is unclear, partly because program rules are not always rigidly enforced. Even with a requirement that patients must continue to show improvement, billing contractors sometimes defer to the clinical judgment of doctors and therapists. A patient's underlying disease may be advancing, but therapy might help them keep up strength up and do more to take care of themselves. Still, that's no guarantee that Medicare will pay.

"That's what the point of this case is," said Deford, adding that his center has represented many people repeatedly denied coverage for rehabilitation services. "This will allow them to have access." Advocates say Medicare could break even financially, if patients don't have to go to the hospital.

In court papers, Medicare denied that it imposes an inflexible standard that patients must continue to improve to keep receiving rehab services. Indeed, there is no such requirement in law. Medicare said other factors come into play, such as the patient's medical condition and whether treatment is reasonable and necessary. Government lawyers called the policy change a clarification.

"This settlement clarifies existing Medicare policy," said Erin Shields Britt, a spokeswoman for the federal Health and Human Services department. "We expect no changes in access to services or costs."

Nonetheless, the Medicare policy manual will be changed to spell out that coverage of rehabilitation services "does not turn on the presence or absence of a beneficiary's potential for improvement from the therapy, but rather on the beneficiary's need for skilled care," according to the proposed settlement.

Deford said it could be several months before the settlement is finalized in court, and perhaps another year before Medicare formally completes the policy change. But patients may start seeing a change sooner.

"I'm hoping the new coverage rules will de facto take effect before they are formally revised," said Deford.

Most of the immediate beneficiaries will be the parents of the baby boom generation and younger disabled people, who are also entitled to Medicare coverage. But the change could have its greatest significance for the boomers, many of whom are expected to try to live independently into their 80s and 90s.

One in a series of hearings Monday on the Washington County 2013 budget showed the county health center is likely to experience a net loss of more than $1 million this year.

Total operating revenue was projected to be $18,166,317, but actual revenue for the past eight months is closer to $16.3 million.

Operating expenses are pegged at $17.916 million.

The number of employees at the 288-bed facility in Arden is 328, down from 340. As of last week, the patient census was 274.

Current rating: ?The census is down, but it?s down everywhere, in hospitals and personal care homes,? said Tim Kimmel, Washington County director of human services, who recently earned both state and federal licenses that enable him to be a nursing home administrator.

Of the county?s reimbursement, ?insurance companies are making it more difficult because they?re cutting back, too,? Kimmel said.

Scott Fergus, county director of administration, commented, ?This is where we do our public service because we?re taking care of people who can?t pay.?

Labor costs for 2013 and beyond are a question mark because the current contract expires at the end of this year. The county expects to begin collective bargaining Nov. 14 with members of the Services Employees International Union.

The health center experienced four years of operating in the red during the last decade but managed a turnaround in 2006 to garner a $1.8 million profit.

It has built up a $3 million surplus, some of which will be used to cover this year?s shortfall.

Also Monday, Kimberly Rogers, the new administrator of the Washington County Children and Youth Services agency, who reported for her new job last week, attended her first budget hearing here.

Kimmel said the agency hopes to hire four more caseworkers and a social work aide to reduce the existing caseworkers? caseload, which stood at about 30 as of last week.

On Oct. 15, the state Department of Public Welfare downgraded Washington County CYS to a provisional license because of problems that became apparent during an annual licensing review.

The agency agreed to work on correcting deficiencies, and it hopes to attain a full license in January.
